Coastal Access

 

The Marine and Coastal Access Bill aims to introduce new provisions for access to England’s coast for walkers. It differs from the CROW Act access provisions in that coastal land is very diverse in its character and use. This has presented real challenges to the application of the open access principle and an innovative approach has been developed by Natural England.

As the Bill progresses through Parliament, MPs and Peers must consider whether or not the Bill is fit for purpose. Will it be able to deliver the vision for coastal access? Will it contravene the rights of landowners? Is it bold enough in catering only to walkers? What are the practical implications of the Bill for local authorities, being responsible for rights of way?

Three expert speakers will present to the group, and so set the context for a general debate.

 

Jo Burgon, Head of Access and Recreation and the National Trust will provide both a practical perspective as landowner and recreation manager, but also that of a national policy advocate for the Trust.

 

Bruce Cutts, Natural England will provide an insight into the process of developing the access proposals, especially with regard to taking account of many differing opinions.

 

Chris Willmore, Bristol University, will address the legal context for access to the countryside and rights of way and present some thoughts regarding implementation.

 

The meeting will commence at 3.30pm in Committee Room 16, Houses of Parliament.
